Wrong. 10 year olds should be taking showers, not baths.
Seriously though, the only thing that makes the situation so awkward is their age difference. Personally, I wouldn't do that with my kids, but I can see how someone else would find it acceptable. I don't think it's dead wrong, considering she's just a baby.
