Ok, so as an adult I have fully moved out of my parents house, I have recently found out that my younger brother (who is 10) shared a bath with my niece (who is 11 months old) is this right or wrong?

It's a baby. I don't bathe with my 6 year old sister, but I do see her naked often. At 11 months old, a ten year old would not think the situation is inappropriate.
Do I need to stress the fact that this is a BABY?

It's perfectly fine for parents to make their prepubescent children bathe together. It's not something frowned upon.
Usually, the practice is stopped when the child can either sustain erections or starts to develop breasts.

Chances are, at one point you shared a bath with someone.

I remember when I did. Hell, I remember when I had diapers and was bathed in the sink in the kitchen.
