Honestly, I feel like the users who have a "thing" become popular. Like maybe someone's thing is being a d-bag. People begin to expect them to be a d-bag at any given moment and end up remembering them as a d-bag. Funny thing is that I honestly feel like there are some underrated users here though...

I should probably write a new story... but will I finish it?

Eh, I guess that anyone who can actually write well in the Story forum is underrated because most good stories get overlooked. (Namely LaughingJill)
Lovemuffin, you're a little underrated. You've got great insight which is rare even off of the internet.

Iceman is cool, and so is Mercenary. I'm surprised Grell isn't on the forums, because he can make friends with literally anybody. Yeah there's more I probably don't know about.

A lot of other users really just have the popularity they earned I guess. T1G, Screamer, Omega, SomeLuigi, VoidEnigma, Sharkii (somehow), Doreee (I never even come into contact with her but somehow know she exists), LeafLindsay. You know
