Everyone knows that. (Having never really had enough interest in Brawl to mod it with Project M, I can't fairly place Project M anywhere, but I imagine it's probably between Melee and Sm4sh.)

It doesn't. Frequent slips, misses, etc. rendered it so unplayable, that there was a wildly popular mod that did everything it could to make it feel more like its predecessor. 64 is not only playable, but I'd argue that to this day, it still has the most solid controls in the franchise.

I've never heard of any of those arguments about that before. Most of the arguments I've heard against Brawl's gameplay are the kinda floaty physics, high kill requirements and lack of advanced techniques.

Unless I'm misinterpreting what you're saying.
