I'd say Shuckle but Umbreon has Heal Bell. I know how this goes down. Nothing beats Shuckle when he's built like that, but they both have Toxic, so most of the damage late battle will come from there. Heal Bell takes that threat away from Umbreon. Infestation is going to add up a bit, but not enough to do anything against heals from Wish.
