Best way to get things

I'm new to this site, and I have a few questions:
1. What is the best way to earn 3ds coins?
2. What is the best way to spend them? I've gotten a few free games, and 3 themes, one of which was 10 3ds coins.
3. Is it possible to delete an app you've "downloaded"? How?

Signatures often waste precious space on forums and make pages take longer to load, so mine is as long as I can possibly make it without it being blatant spamming.
