Nothing in Pokemon is well written, with a few exceptions. Silver is easily the worst rival. He appears out of nowhere at the beginning of the game, steals a Pokemon, randomly runs into you throughout the game, and then he pretty much stops caring once you reach Kanto. Silver is the least important rival. He has no relation to you at all, unlike most of the other rivals in the series. Silver is just some edgy, rebellious kid who happens to be the son of Giovanni.
My favorite rivals are Cheren and Bianca. I liked both of them, since they actually felt like childhood friends. You're introduced to their personalities early on, and the game builds on that. N and your rivals are the main focus of B/W, which makes them the most developed characters in the entire series.
Plus, Bianca is a qt.

They're so awful I don't even want to dare call them rivals, but they're considered the rivals of X/Y. -__-
X/Y was actually a nice game. Not the best, but decent. Very decent.

Who is your favorite rival in Pokémon?
Mine is Silver (G/S/C and HG/SS). I just think Silver is a skillful opponent, has the correct personality of an opponent as well, and he is also the most well written Rival in the series.
