All my "Pre-Ap" classes were renamed "Honors". I don't think there's a difference.

You have to take classes like English, algebra, and art in at different grade levels throughout your education.
They can't just teach you the same curriculum every year, so they need to differentiate the classes according to subject matter.

The numbers are needed in order to tell the classes apart. For example, an 8th grader could take "English" in 8th grade. But when the time comes for 9th grade, and there's new English curriculum to be learned, the can't just call it "English" again. They have to put a 2 or something in the course name to indicate the different level.

There are also different levels of classes for foreign language.
If you're taking a Spanish 1 class, you'll just be learning new words and grammar. If you have Spanish III or AP, then it's more like a regular English class, but, you know, in a different language. Same thing for Algebra. Algebra 1 is basic stuff, so you get it in Junior High, (or Freshman year, for the peasants) and then later you get more Algebra, which is called Algebra 2.
