I'm not sure what the correct way to go about changing their government would be. No more sexism or homophobia in any country. Everyone arrested for murder, rape of child molestation, is automatically sentenced to death without a trial AS LONG AS THERE IS PROOF or as long as the person admits to doing so. No more jail quotas, also tons of people would be released from prison. No more crazy laws about possession of child pornography, such as;
Drawing any sort of lolicon art will not be illegal anywhere. Anyone concenting to intercourse or sending nude pictures, as long as they are not more than 4 years apart in age (this does not apply if both people are over the age of sixteen. They are considered old enough to choose for themselves) will not, in any state be charged with rape, child pornography, etc.
Gay marriage:
It is allowed in any state, however, if a priest does not agree to marrying them, he doesn't have too. Any other services can not be denied to people just for being gay though.
