Bart Simpson is still around 11, and the Simpsons is one of the longest airing cartoons, and is still making episodes. He would be pretty old if he actually aged in real time.

If you assume that cartoons don't actually happen in real time, and that each episode is a day or two in the world of the cartoon characters, that would place most of the "old" cartoon characters at only between a year and five years older than when the cartoon started.
