Yes, it was confirmed since November. There was a poll on what Pokemon people wanted to befriend, and the results were: Arceus in 1st, Mudkip in 2nd, and Ditto in 3rd. You will now be able to befriend an Arceus in the Pokemon Dream World, starting Feb. 1st and ending sometime in late February.

What I wanna know is where's the caveman

Simply log onto the Global Link, go to Promotions, select the Arceus/"Vote To Befriend A Pokemon!" promotion, and then the site will describe the rest.
