I didn't listen to the song. But, I think it's 2.

You never said how old the kid was, so he may not have had enough common sense to not pick up the gun the father left in the house. He knew his Dad used it, and the boy also wanted to be a cop, therefore, by playing with the gun, he felt like a police. As he was messing with it, someone passed by outside. (The victim) The child perhaps was outside at the time, and pulled the trigger on accident when the man walked by.
