Going by the way you're describing it, it's not really a bug, the game clearly just randomly sets the weather every time you take a dog out for a walk.
And, technically, rainstorms can begin to accumulate very quickly, due to certain weather patterns.
It really shouldn't affect the game or how realistic it is at all anyway.
