Creating a points system is actually easy.
You need to create a row in your users table to store the amount of points each user has.

And creating a shop should be easy if you have basic knowledge of PHP and SQL...

It's pretty easy. Make a table called apps with basic information and a table called apps_purchases to store the user's purchases and use a joint select.
