EDIT: 3DSGif unhackable!? There is no way 3dsgif can be unhackable. A site like DSiPaint which has 10x more security than 3dsgif is still hackable.

1) Every website can be hacked, period. It just takes the right amount of time and skill.

2) I don't believe hacking (in itself) is illegal in most, if not all, countries. Now, the results of hacking are a different matter...

3) You should (almost) never need more than one database per site since mySQL allows you to create (virtually) unlimited tables to store data per database. Using only one is easier and more efficient for the server making using multiple databases unnecessary (again, in most cases).
