Because AFTER Nintendo released the DSi they didn't think of a video recorder then the people wanted it when they found out how cool the DSi was so Nintendo made a video recorder for the 3DS.

No, the DSi is not strong enough to support video. The thing has a crappy 259x194 resolution, and a crappy 16 MB of RAM.
