All wrong.

Pseudo-Legendary Pokemon are Pokemon with 3 stages of evolution, have Attack as their highest stat (With the exception of 1) and have a BST of 600. Rotom isn't a legendary, it's just rare. The same for Zoroark. Manaphy is officially a Legendary, and so it Phione.

Absol isn't even close to Rare status, it's actually just uncommon. Arcanine was originally slated for being a Legendary, but they dropped it mid-way.

The list of Pseudo-Legends by Regions.

Kanto: Dragonite.
Johto: Tyranitar
Hoenn: Metagross, Salamance, and (debatably) Slaking.
Sinnoh: Garchomp
Unova: Hydreigon

Volcarona doesn't meet the 3 requirements.

1) It only has 2 stages in Evolution, Pseudo-Legends have 3.

2)It has a BST of 550, While Pseudo-Legendaries have BST of 600 (Slaking has 670)

3) It has Special Attack as it's highest Stat, while every Pseudo-Legend sans Hydreigon have Attack as their highest stat.
