If you two are referring to COPPA...
The COPPA adds a layer of protection to prevent peoples' (under the age of 13) personal information from being collected from services without the consent of proper parent/guardian. Essentially, it doesn't state services cannot present explicit material to minors under 13.
Now, all 50 states and D.C have laws governing obscenity, pornography, and harassment. Generally, these laws prohibit the sale, lending, renting, giving, publication, exhibition or other dissemination of materials of obscene content. Most of these laws, written before electronics came, apply to any written matter, pictorial content, and/or sound recordings. All states prohibit child pornography, including but not limited to, the creation, publication, transmission, and/or possession of this material potentially harmful to minors. In addition, all states have laws prohibiting harassment and stalking. Violation of these actions can result in punishment involving the law.

Our rules generally revolve around these concepts, and ultimately, the rules we have are here to protect the users from encountering punishment by not just violation of Plaza law, but political law as well. Additionally, adding a layer of protection preventing your identity to be released. Take the rules as a helping hand, reminding you not to violate law and to stay safe
