In reality pewdiepie is wayyy overrated. He has some fifty million subs and all he does is play overpopular games and cuss out said game in Swedish. What a special snowflake.
TopTenMemes is underrated. He makes vids about facts of things(e.g humans, Nintendo, dreams) and used to make somewhat animated rage comics. Nobody really watches him though.

Also, David, I remind you, no given amount of subscriptions can classify any youtuber as under/overrated. Due to these things being based on perception, they cannot be quantified as they are not concrete things. What it means to say that something is underrated is that you believe it is deserving of more popularity regardless of how popular it already is. That being said, anyone can claim anything is underrated, and although this claim's strength is negatively associated with the subject in question's popularity, you cannot disprove it immediately if the position can be defended and supported. In most cases, it can.
In short, yes and no. You're right and you're wrong. The explanation can't be condensed further, really. The rest is up there.

It would seem illogical to say something popular is underrated, but if it can be defended, it can be "proven". These re opinions. An opinion is a starting point along an argument, it does not need to be logical. It needs direction. It needs to be able to be supported logically.
On a much smaller scale, what you say is true, but ultimately what I say holds more truth.
