I do call some people ugly, as long as they actually are.
Dragnet isn't...he looks like an average teenage boy. Perhaps plain, but not ugly.

Liking or disliking someone will usually influence your opinion on their appearance, unless they're particularly good (or bad) looking. Dragnet is average. Simply that you dislike him is probably why he seems so ugly to you.
Also, popular or supporting opinions can influence your own.
But ultimately, it's in the eye of the beholder.
