That amount could buy you a good poster or two. Perhaps a t shirt.

Good Smile Company has a ton of little anime figurines for about $16. I think they're called Nendoroids.
This looks like your waifu.

Nendoroids aren't exclusively for girls.

I don't care if you're a boy, girl, dragon, fish, or what have you, if you don't think that is ing awesome, I don't think we can be friends.

But to answer your question, there are tons of Blu-Rays that fetch for well under $20 (and I could probably recommend a few from any genre you never knew existed), as well as, as mentioned before, trading cards and posters. Or some older games. Or (what I'd get) jelly babies, or any other kind of difficult-to-come-by foodstuffs (jammy dodgers, pocky, etc.).

Nendoroids aren't normally cheap, and they almost NEVER go for $15. They usually go on average around $30-$60 depending on the amount of stuff included with the character. If you find listings for less than the usual price, you are more likely to get a bootleg, especially if it's coming from a 3rd party source.

The figure listed above is from a company that is not Amazon or Good Smile Company, so I would be a bit weary. I've only bought Wind Waker Link, Mario and Luigi, but I decided to do a bit of research on Nendoroid bootlegs when I ended up buying WW Link despite finding it at Barnes & Noble. I looked that info up just to be safe.

Buy something you're actually going to use from time-to-time.
If there's no item that's good enough (because of the price range), just save up for something well worth it.
