Part of the issue is that no standards were ever set, so as Ayuki said, far too many illegibly written posts and terrible formatted RPs drowned out the forum.
Another part is that many came from the chats, so they failed to realize is that the forum is an entirely different platform, therefore we see threads and posts that really just look like the chatlogs of the RP Room.
Thirdly, despite having made some threads to help ease people into the new format, people simply don't read them.

(I'm not saying that I'm not guilty of it, but, I've decided that I will write the plot of the story, then post a Rp on the forum.)
There are first and foremost the creators, they are responsable for laying down the law in my opinion, They should have a good foundation to start on, then if someone starts posting less than say, three lines of Rp post, they get kicked out, as to encourage the ones who care to stay.
Then there are the actual roleplayers, this is where an Rp can really break down.
When someone just quits posting, well what then? What happens?
Then there are the sheer nuber of completely non careing, spur of the moment Roleplayers fresh from the chats, and newbs straight from the sign up sheet!
But, quite honestly, I admire both of you as a talented Roleplayers, but HanShotFirst, you are very protective of your threads.
But their good threads, and that I thank you for.
And I am not saying I know everything, it's just my opinion.

ayuki (2014-09-16 06:02:04)I feel as if new rules should be put into place so the hailing storm of bad threads can finally bugger off. Then again, it'd kill off most of the users who come here to "RP".
It also angers me how people start role-plays, put a crappy one sentence story behind, post their character details and wait for people to join. RPs must have effort put behind them to be good, or otherwise they essentially drop like a rock and we have a bunch of crapthreads plaguing this forum section.

The fact that they use the same format in the chats as they do on the forum is the main cause of the issues, and the behaviours and habits associated with the Chats, such as opening RPs for a short while then abandoning it to join someone elses, posting very few lines of text and using the Script format a majority of the time means that when they have to actually write more than "*X does a thing*", they avoid posting in the topic altogether.
If they wish to keep RPing as they normally do in the chats, they can, in the chat. The Roleplaying Forum is not the Roleplaying chatroom. Here, you are required to actually try in everything.
You need to actually put effort in the setting of the RP.
You need to actually put effort in your posts.
You need to put the effort into creating characters and their physical descriptions. They're usually just hair and eye colors, and some clothes most of the time, Not even creative descriptions of the clothing or hair at that.
If you want to keep it simple, well hey that what the chats are for.

Okay, I have to agree with HanShot on multiple levels...
When you join or create an Rp, you become a key part of the roleplay, essentially, you are the Rp.
Creating a roleplay is a thing to pursue, you create it, and then you explore possibillites, develop characters, and add new mechanics.
And us sitting here complaining is not helping, we need to decide what to do.
