For the chiptune maker you can use a program called famitracker. Look it up on google I think that's the name.

Actually I'm 6 years older than 14, but anyway go to google on the music programs, there easy to find. I don't know how to go into depths of actually making a program, but I know how to hack things and help with troubleshooting
