Just another bit of info.

Marijuana sold illegally is rarely ever just marijuana, as unlike opiates and cocaine, it's not heavily addictive.

Pure marijuana is actually less addictive than cigarettes. Part of the outlier behavior and damage to the body is actually as a part of the note above.

Street dealers mix chemicals to make it more addictive, as due to the risk involved with selling illegally, they cannot afford to lose potential customers to competition or due to said customers not coming back for additional purchases. They need to get rid of every last ounce of marijuana they have while simultaneously making sure that when they restock, they can expect the same customers.

Marijuana sold legally would have no such need of chemicals or the like. Likewise, there is a very large market available to sell a product to, thus making more jobs to reach more of this market.
