Only about two people know how to make it appear but they refuse to tell anybody.
If you'll notice, in that guide, it says "witch craft. Little5 put it on my page via a comment, that I'm not going to put out yet, in fear of what it is."
He mentions "witchcraft" because at the time of that guides creation, CSS3 animation wasn't possible for muggles. Little5 is one of the only people with the code.
