So if your parents both had the recessive allele for blue eyes and the dominant allele for brown eyes, their eyes would be brown but they would have roughly a 25% chance of passing down two recessive alleles for blue eyes to you. I don't know where you heard that both parents have to have blue eyes for the child to, but that's false information.
