Hmmm, I don't know. It sounds kind of communist, if you ask me.

If somehow a corrupt moderator got in, he/she could prevent user's from expressing their beliefs or opinions.

I'm pretty sure there are better ways to deal with spam and useless threads, other than new rules. Such as stricter enforcement of the rules we already have in place.
