This maybe is copyrighted (You know where it goes, to the part of who gives a crap).
What platform?
Depending on which platform you can use C++, C#, Java and stuff.
Like OpenGL, Unity etc.
If it is just going to be a java file for old mobile devices then that maybe interesting since the OS is built with Java nativly.
This is the order:
Bootloader>Kernel>Boot Animation>System
I still do have a Nokia device which should be able to run such file.
