It's stylistic, the animation is top tier by 1999's standards. It seems as though you're straining yourself on a stylistic choice, I think you might have to watch it twice because you're not allowing yourself to properly watch it. This is something a lot of people tend to do when watching animated films, they want things to be "pretty" and aesthetically pleasing. Character design and stylistic choice are two entirely separate entities.
Let's use Love Live as an example again, the characters are not heavily stylized and are in a popular "moe"-ish style, but instead lack in the individual design department. Satoshi Kon and most 90s anime is animated in a style that you aren't used to (ie smaller eyes and characters aren't over designed with crazy features), Kon specifically focuses on making more characters ugly in this movie purposely, I'm pretty sure. Again, you're going to have to look at his full body of work or most of it to understand it.
Hopefully with that you can watch the movie from the right frame of mind now, I know people in this age tend to watch things with misguided attention. Best wishes bud

Stylistically they're solid, you can tell when you're looking at a love live character.
It's just that if you took their hair off and made their eyes the same color you would barely be able to tell them apart. I think they kind of tried to fix this in Sunshine but it's still kinda eh. They're all protagonists, come on

The only problem I have with Sunshine right now is how rehashed the characters feel sometimes. Last week's episode went the extra mile with it by straight up telling us who some of them are supposed to reflect. Ruby being Hanayo, Dia being Eli, and Hanamaru being Rin although only in mindset since Hanamaru and Rin are polar opposites otherwise. The whole RubyHana dynamic in that episode reminded me way to much of the Love Wing Bell episode in the second season of Sunshine. Doesn't help that images of Rin in a wedding dress were all over the episode to make you remember. There's nothing wrong with giving nods to the past, but they're going a little overboard. They've done this well before too by featuring μ's songs, Riko being a former Otonokizaka student, and even remembering Rin in the last episode. (But Hanamaru being a rehash is still a nono)

Of course it'd be impossible for absolutely no qualities to be similar between the casts. Other than that, Sunshine is cool.

Also Dia's an even bigger than Eli was. I don't like her right now at all. You is my favorite right now.

I think it's safe to say that the studio wanted to cash in on love live again but they couldn't think of any innovative ways to do so, do you think it had the potential to be better than the original?

Sunshine certainly had potential to be better than the original but they keep squandering it.

And to be fair, when you only have eyes and a mouth to go off of, guessing any character would be hard. However, I did realize what the picture was from and it was pretty easy after that. More like elimination but whatever.

When I saw Rin, the first thing that came to my mind was Yuigahama Yui.

a) I am actually watching it, there's no reason I need to rewatch just because I don't appreciate the animation. I am spoiled because majority of the anime I watch typically revolves around beautiful characters and graphics and the plots have no depth. Though, this isn't to say I can't try something outside of what I watch, which I have, and I enjoyed it. I just didn't like the way it was drawn, but I didn't think about it through the whole entire movie. I payed attention and loved the story.

b.) It's in the lowest quality because that was all there was online, and I don't torrent anything because my smol computer can't handle it. It's a samsung chromebook look it up

Nem why do you always act so passive aggressive towards the end of your posts? It's not even consistent passive aggression, it's like when you finally make a little kid share a toy but they throw it at the other kid instead of passing it to them.
