Chat-A-Lot Is an app on the 3ds where you can communicate with your friends around the world (I dont know If you can talk to other people in public). But yeah, you can draw, take pictures, voice chat, and more. You can create or take part in group chats of up to 10 people or mic chats with up to 4 pals. It is on the nintendo eShop right now and it cost only $7.99.
